Limited Acess for internet on laptop and ipod :x?

We had dsl and it was working fine but slow because of the speed we had so i upgraded to fiber optic on at&t and my ipod was working fine with the internet at first then all of a sudden it says im connected yet does not load anything google etc the laptop was having issues with the internet turning on then off then on again But now it just says Limited Acess.This problem is only on my wireless devices a line connection works fine besides leaving the power off the modem for 10 secs what else can i do to resolve this problem or can it some how just be the laptop my step father being the jumpy person that he is actually reformatted the computer back to it's original state and still nothing
