I can't move on from a woman who has a boyfriend because she treats me like she's into me...what do I do, wait?

Most likely she just wants your attention, I know alot of girls that do this. The only way to move on is to completely remove her from your life. It sounds like thats not an option for you, but trust me nothing else will work.
