Does the government spend years trying to pressure people into doing something They would never normally do?

Was this any different then the China Town Raid's in the 1970's, or the Speakeasies and the Weathermen in the Greenwood District, or the UW SDS with Abby Hoffman, Jane Fonda and Tom Hayden?
